Health and safety oversight

We can provide experienced HSE Managers who will undertake various functions including:

• Make sure that all aspects of the clients project Health & Safety plan are followed and managed throughout
• Ensure that HSE procedures are implemented; reviewing project methodology such as method statements, risk assessments, permits to work etc.
• Manage a team of Safety Officers of both the clients and oversee other Contractors
• Management of onsite activities and ensure that processes are in line with legal requirements and best practice techniques
• Ensure that subcontractors follow onsite safety plan and procedures

 Site safety inspections

We can provide site safety auditors who can ensure that the Principal Contractor and all sub-contractors undertake their all site operations in a safe manner and are adherent to all relevant documentation.  Writing of HSE audit templates and associated documentation relevant to activities on site which include:

• Lifting Operations – Lifting operations to include review of lifting plans and current procedures for lifting, overseeing lifting operations to measure compliance with those procedures, monitoring competence of lift supervisors.
• Permit to Work – Current Permit To Work systems in place, suitability and compliance to procedures, competency of individuals issuing and receiving PTW on site and communication methods of the PTW system.
• Electrical Safety – Procedures and work undertaken relating to Electrical Distribution, Portable Power tools, Cable management, working practices in relation to working with electricity and electrical equipment and tools. Including but not limited to the storage, inspection and maintenance of such equipment/tools.
• Safety in Design – Method Statement, safe systems & design review, to ensure safety is built in and not bolted on to the project so that HSE is intrinsically involved throughout.
• Emergency Response – Emergency Response Plans, roles and responsibilities, records of drills etc. Taking a holistic approach, ensuring all emergency response plans are relevant and communicated across the project site, and review practically how these response plans are practiced. All this with a view to recommend improvements and improve preparedness.
• Internal Inspection & Close Out Process – Records of past inspections and audits will be reviewed, this will allow the Senior Field Safety Specialist to identify trends and gauge the effectiveness of current inspection methods. The outcome of this may include the need for additional training and or updating of the procedures with on the job instruction. Close out of identified actions will be considered, our team will help the HSE team in developing or improving methods of closing out actions if needed.
• Plant & Equipment – This will include maintenance and inspection records, consideration of suppliers and the supply chain, storage areas and sub-contractor control. Competency of users will be reviewed and how this competency is gauged for different plant and pieces of equipment.
• Risk Management & Information Transfer – Risk management including risk assessment procedures will be subject to monitoring, this will include consideration of the competence of risk assessors, suitability of risk assessment and if the risk assessments currently in place are sufficient. Review of operational control measures will take place to ascertain whether risk control strategies are in use and implemented effectively across the site. How the findings of Risk Assessment and other risk management methods are communicated will be considered as part of the review.
• Sub-Contractor Management – It is imperative that a systematic approach is applied to ensure the management of Sub-Contractors and associated risks to the health and safety of all on site. Therefore, all aspects of contractor management including evaluation of contractor’s pre engagement and sub-contractor activity during construction will be monitored.
• Traffic Management – Traffic Management Plans will be assessed along with current Risk Assessments and Safe Operating Procedures associated with traffic management and vehicle movement will be taken into account to ensure all systems in place are suitable and sufficient.
• Work At Height, Temporary Works, Scaffolding & Edge Protection – All aspects of work associated with working at height including collective and personal safety measures such as scaffolds, access and egress, edge protection, falling object protection and fall arrest systems etc. This will include examining inspection and maintenance records, suppliers and information given to the workers who will be required to work at height. Worker activities whilst undertaking this type of work and storage of equipment and emergency arrangements to be monitored also.
• Control of Substances Hazardous to Health (COSHH) – Consideration of specific risk assessment and control measures in relation to the Control of substances hazardous to health (COSHH), storage facilities on site and in work areas and the use of chemicals on site and conformance to written procedures. Emergency arrangements specific for incidents associated with chemicals will be reviewed. Reviewing material sample submittals including their associated MSDS’s, ensuring that all materials are stored and used on-site as per all local and international laws and codes of practice.
• Worker Welfare – Worker welfare arrangements will be reviewed by the Senior Field Safety Specialist, this will include:
